How does this program work?
In the 2025 Idaho legislative session, the Idaho Empowering Parents program was eliminated for future school years. If you received an Empowering Parents grant between 2023-2025, you have three (3) years from the date you received your grant to spend the grant funds on the ClassWallet online marketplace.
Idaho Empowering Parents aims to support families in enhancing their children’s education by providing grants to families. The grants can be used for various state eligible educational services, equipment, and resources to help fund a child’s individual education needs.

The Idaho Empowering Parents program allows families to augment their child’s current learning environment with additional educational resources. It provides families with some financial support for these extra resources.
Award amounts for 2025-2026
Grant
Grant Amount: $1000 per student, maximum $3000 per family
Grants will be sent directly to a digital wallet in ClassWallet. Applicants receiving grants will have 3 years to spend the funds through the Empowering Parents platform. Families must return unspent funds to the State of Idaho.
Who is eligible for this program?
Eligibility for Idaho Empowering Parents includes parents or guardians of Idaho students in grades kindergarten through 12, irrespective of their school type (public, private, or homeschool).
The Idaho Tax Commission will verify Adjusted Gross Income (AGI) of the family to prioritize and award grants first to households earning $60,000 or less per year. After the first phase, they will expand the AGI limit to include households earning up to $75,000 per year. After the second phase, any remaining grant funds will be available to all other eligible students on a first come first serve basis. By targeting a broad range of students and educational settings, the program aims to provide support to diverse families across Idaho.
How can families use the funds?
Families can use the Idaho Empowering Parents funds for various educational services and resources. These include:
- tutoring
- internet connectivity computer hardware and software
- instructional materials
- other approved expenses

What are the program rules and requirements?
- Income Level: Grants are given priority and awarded based on:
- first to households with an Adjusted Gross Income (AGI) at or below $60,000 per year
- second to households with an Adjusted Gross Income (AGI) at or below $75,000 per year
- third to all other eligible students
- Residency: Applicants must be residents of Idaho who filed an Idaho income tax return in the prior year.
- Educational Status: Students in grades K-12, irrespective of their school type (public, private, or homeschool)
How do families apply?
- Check Eligibility: Ensure the applicant meets the income and also residency/tax return filing requirements.
- Gather Documentation: Collect required documents. Parents must present one of the following documents: a US passport, a government-issued State ID, a driver’s license, or a Green Card. In addition, for child verification, parents must provide one of the following options for their children: a birth certificate, a US passport, a government-issued State ID, a 1040 Federal Tax Return, or a driver’s license.
- Complete the Application: Follow the application process on the Idaho Empowering Parents site during the open enrollment period.
- Submit: Review and submit the application along with any necessary documentation.
- Program Confirmation: Await communication regarding your application status and grant award decision.
