How does this program work?

The New Hampshire Education Freedom Accounts (EFA) provides eligible families with state-funded education savings accounts to customize their children’s education. The Children’s Scholarship Fund New Hampshire (CSFNH) administers the program. EFAs allow families to direct a portion of their child’s state education funding towards approved educational expenses.

The NH EFA program provides eligible students with an annual grant amount based on the state’s per-pupil base state adequacy aid of approximately $3,700 to spend on their education. In addition, the grant amount can be increased with any qualifying differentiated aid that your child is eligible to receive. Unused funds can roll over to the following school year until the student completes 12th grade.

Who is eligible for this program?

In their first year of applying, New Hampshire families earning up to 350% of the federal poverty line (FPL Information) are eligible for the program. Families do not need to meet an income threshold in subsequent years.

How can families use the funds?

Families can use the New Hampshire Education Freedom Account funds for a variety of educational expenses, including:

  • private school tuition
  • tutoring services
  • online learning programs educational supplies and materials
  • curriculum and textbooks educational therapies and services
  • transportation costs related to education

The State of New Hampshire will  distribute the funds to CSFNH for the eligible student’s EFA four times during the year in September, November, January, and April. After that disbursement, the funds may take several more weeks for the grant to be transferred into your digital wallet in the program. What are the program rules and requirements?

  • Income Level: In the first year of applying, a family can earn up to 350% of the federal poverty level (FPL). No income threshold need be met in subsequent years.
  • Residency: Applicants and students must be residents of New Hampshire.
  • Educational Status: Your student must be at least 5 and no older than 20 years old, entering grades K-12. Your student must not attend or expect to attend their resident public or public charter school in a full-time capacity. You may homeschool your student.
  • School Requirements: Families can use the funds at eligible private schools that meet state standards under the NH EFA Program.

How do families apply?

  1. Check Eligibility: Ensure your family meets the income and residency requirements. Review the details of the New Hampshire Education Freedom Accounts Program on the EFA site including clicking on the information links on the right side of the page (Parent Handbook, FAQs, etc.).
  2. Gather Documentation: Collect required documents, including proof of income (you will need your complete tax return in PDF format which will also provide proof of residency).
  3. Choose an Eligible School: Select a private school that participates in the program.
  4. Complete the Application: Follow the application process on the Children’s Scholarship Fund site during the open enrollment period.
  5. Submit: Review and submit the application along with any necessary information and documentation, and sign the EFA agreement, which includes agreeing to share academic accountability documents (e.g., standardized test scores, student portfolios).
