- 100% FRL and below qualifies for 100% of the maximum voucher
- 101-200% FRL qualifies for 90% of the maximum voucher
- 201-450% FRL qualifies for 60% of the maximum voucher
- 451% FRL and above qualifies for 45% of the maximum voucher
- Residency: Applicants must be residents of North Carolina.
- Educational Status: Students entering K-12 grades who are either starting school in North Carolina, were previously enrolled in a public school, or are current recipients.
- School Requirements: Funds can be used at eligible private schools that meet state standards.
- Other North Carolina Education Scholarships: Families may apply to both the North Carolina Opportunity Scholarship and ESA+ programs provided the family and student meet the eligibility requirements.
