Michigan Public School Academies

Michigan has one of the oldest and most extensive charter school sectors in the United States. Charter schools in Michigan are officially called Public School Academies (PSAs) and are tuition-free public schools authorized by state universities, community colleges, or local districts.

Who Can Attend: Any student in Michigan. PSAs must accept any student in Michigan, provided there is space. There are no geographic residency zones – you do NOT need to live in a specific area to apply.

Key Differences from Traditional Public Schools:

• Open Enrollment: Must accept any Michigan student with available space
• No Geographic Boundaries: Unlike traditional districts, charters generally do not have residency zones (other than living within the state)
• Curriculum Flexibility: Often have specialized focuses (STEM, Montessori, Arts, project-based learning, language immersion, career prep, etc.)
• Independent Operation: Operated by independent boards with greater autonomy in curriculum design and school operations

Enrollment Model and Lottery:

• If a school receives more applications than available seats, it MUST select students via random blind lottery
• Cannot select based on academic or athletic ability – All students have equal access
• No entrance exams or selective admissions
• Lottery typically held in late spring (April/May)

• Year-round enrollment: Many PSAs accept students year-round if seats remain open

Teacher Certification: Yes. Michigan law requires PSA teachers to hold a valid Michigan teaching certificate, just like teachers in traditional public schools.

Special Education: Michigan Public School Academies are public schools and must comply with all federal and state special education laws. Students with IEPs are entitled to the same services as in traditional public schools.

Transportation: Policies vary by school. Some PSAs provide transportation; others do not. Check with individual schools about transportation availability.

Historical Context: Michigan authorized Public School Academies in 1994 after Proposal A introduced portable, per-pupil funding that follows the student. Michigan now has one of the most extensive charter school sectors in the nation.
