Montana Public School Open Enrollment

Montana’s public school open enrollment policy, effective as of 2024, allows families to transfer their child to any public school within the state, not just to other schools in their home districts. This is a significant expansion of public school choice in Montana.

Program Type: Statewide public school inter-district transfer

Tuition: $0 – Completely FREE. Families do not pay tuition for transfers. Instead, the student’s home school district covers the cost.

Effective Date: 2024 (new program)

How It Works:

  1. Families submit an open enrollment application to the school of their choice (anywhere in Montana)
  2. Schools can only deny enrollment for specific reasons:
    • School capacity (no available seats)
    • Student’s truancy or disciplinary history
    • Enrollment would interfere with school’s adopted educational goals
  3. If denied, school board must provide written reason and discuss it in closed session
  4. Families can appeal or request reconsideration of denials
  5. Student’s home district pays tuition to enrolling district based on formula tied to student’s attendance and district’s budget

  • Home district pays receiving district based on attendance formula
  • No cost to families

Application Timing:

  • Open enrollment applications accepted on a rolling basis
  • Schools may close enrollment once capacity is reached
  • Apply early in the enrollment period to ensure seat availability

Important Considerations:

Transportation:

  • Families are typically responsible for transportation to the school outside their resident district
  • Receiving districts generally do not provide transportation for open enrollment students
  • This can be a significant barrier for rural families or those without reliable transportation

Capacity Limits:

  • Schools can deny enrollment if at capacity
  • Popular schools may fill quickly
  • Apply early to maximize chances of acceptance

Enrollment Restrictions:

  • Typically exclusive to one enrollment per student per year
  • Once enrolled, student generally remains in that school for the year
  • Mid-year transfers may be difficult
