New Jersey Charter Schools
New Jersey charter schools are tuition-free public schools that operate as their own school districts under a charter granted by the New Jersey Commissioner of Education. Each school serves students in the district or region of residence named in its charter.
Program Type: Brick-and-mortar public charter schools. Following the January 2026 reform law, virtual charter schools and for-profit operators are prohibited going forward.
Current Status: Active and operational
Tuition: $0 – Completely FREE. New Jersey charter schools cannot charge tuition.
Authorization: The Charter School Program Act of 1995, as amended by two reform laws signed January 16, 2026. The NJDOE Office of Charter and Renaissance Schools is the sole authorizer. High-performing schools are now eligible for 10-year renewals.
Funding: Your resident district pays the charter school directly. The core payment is 90% of the sum of two figures: budget-year equalization aid per pupil, and prior-year general fund tax levy per pupil adjusted for inflation. That is not 90% of what a district spends per student. Charter schools also receive security aid, a share of special education categorical aid, and other categorical funds. Because the formula runs off each district’s own numbers, the amount differs by district.
Who Can Attend:
- Any student from the school’s district or region of residence may apply, on a space-available basis
- Students living in the district where the school is located receive enrollment preference, and siblings of enrolled students may receive priority
- Students from outside the district or region may enroll only if space permits
Admission Process:
- Families apply directly to the individual charter school
- When applications exceed available seats, admission is by random lottery
- Under the 2026 reform law, charter schools may not counsel students to withdraw, and each must designate a student placement liaison
Application Timing: Each school runs its own cycle. Windows typically open in October and close in mid to late January, with lotteries in January or February. Check deadlines with each school directly.
Transportation: Your resident district, not the charter school, provides transportation or pays aid in lieu of it.
- Students living in the charter school’s district are transported on the same terms as any other student in that district
- A student must live beyond the remote-from-school threshold: more than 2 miles for grades K-8, more than 2.5 miles for grades 9-12
- Aid in lieu of transportation for 2026-27 is $1,177.00 a year, a daily rate of $6.54
- Students with disabilities are transported as specified in their IEP, regardless of distance
Program Scale: As of October 2025, 84 charter schools were operating statewide, enrolling approximately 63,535 K-12 students. They are concentrated in New Jersey’s 31 former Abbott districts, where they serve roughly one in five students.
Interaction With Other Programs: A charter school student counts as a Tier 1 applicant for the Interdistrict Public School Choice Program, the higher-priority tier.
