Arkansas Charter Schools

In Arkansas, charter schools are public schools that operate independently of traditional school districts but still are accountable to state standards. They are free for students to attend.

Enrollment Model: Open enrollment with lottery-based admission when applications exceed available seats. Arkansas charter schools accept students from across the state—there are no residency restrictions within district boundaries.

Tuition: Charter schools are completely free. They receive public funding and do not charge tuition, fees, or require fundraising participation.

Key Differences from Traditional Public Schools:

  • Autonomy: Charter schools have flexibility in curriculum design, daily schedules, and instructional methods while meeting state academic standards
  • Mission-Focused: Many charter schools specialize in STEM education, classical learning, arts integration, or college preparation
  • Enrollment: Families choose to enroll rather than being assigned based on residence
  • Accountability: Charter schools must meet performance standards or risk closure; traditional schools operate under district oversight

Current Landscape: As of 2022-2023, Arkansas has 69 open-enrollment charter schools and 25 conversion charter schools, serving approximately 24,776 students (about 5% of total public school enrollment). The 2023 LEARNS Act eliminated the cap on charter schools, allowing for continued expansion.

Transportation: Unlike traditional public schools, most charter schools do not provide transportation services. Families are responsible for getting students to and from school, though some schools may offer limited transportation or carpool coordination.

How Charter School Lotteries Work: When a charter school receives more applications than available seats, it conducts a random, anonymous lottery to determine enrollment. All applicants who apply during the open enrollment period are included in the lottery. Students not selected are placed on a waitlist in the order drawn during the lottery.
