Hawaii Preschool Open Doors
Preschool Open Doors (POD) is a state-funded tuition subsidy program that provides monthly subsidy payments directly to families to offset preschool tuition costs.

What It Supports: Monthly subsidy payments applied toward tuition at any state-licensed preschool of the family’s choice.
Who It Serves:
- Current: 3 and 4-year-olds
- Expanding January 1, 2026: 2, 3, and 4-year-olds (extended age range)
- Income-qualified families
Maximum Monthly Subsidy: Up to $1,500/month (increased from $900 in 2024)
Duration: Up to two years before kindergarten
School Choice: Families may attend any state-licensed preschool of their choice. The subsidy is portable and follows the child to the family’s selected preschool.

- State budget increased to $50 million annually to accommodate more families
- As of 2024, the program served over 1,300 children
- Projections to expand to approximately 2,800 children under expanded eligibility criteria
- Recently shifted to year-round applications (previously seasonal, which limited awareness and enrollment)
