Tax-Credit Scholarship Model:
Tax-credit scholarships allow individual and business donors to fund scholarships while receiving Missouri state income tax credits. This is different from direct state funding – it’s a public-private partnership where private donations fund scholarships, and the state provides tax incentives to encourage donations.
How It Works – Step by Step:
- Donors contribute to certified Educational Assistance Organizations (EAOs)
- Missouri grants tax credits to donors (100% of donation amount, up to 50% of donor’s tax liability)
- EAOs distribute funds as scholarships to eligible students
- Families receive scholarships and use them for approved educational expenses
Tax Credit Details for Donors:
Credit Value:
- 100% of donation amount (dollar-for-dollar credit)
- Capped at 50% of donor’s state tax liability per year
- Example: If donor owes $10,000 in Missouri state taxes, they can receive up to $5,000 in tax credits (50% cap)
Carryforward:
- Credits may be carried forward up to four subsequent tax years
- Allows donors to use credits over multiple years if they exceed annual tax liability
Non-Refundable:
- Credits do not result in refunds
- They offset tax liability only

Educational Assistance Organizations (EAOs):
