Tennessee supports school choice through multiple state-funded programs. These include the targeted Education Savings Account (ESA) program, the statewide Education Freedom Scholarship (EFS), and the Individualized Education Account (IEA) for students with disabilities. The state also offers charter schools and open enrollment policies, expanding public school options for families seeking alternatives.

Tennessee Education Savings Account Program

The Tennessee Education Savings Account (ESA) Program provides eligible students with state funds to pay for approved educational expenses including private school tuition, tutoring, and other educational resources. This school choice program aims to increase educational options and customize learning for students in specific Tennessee school districts.

Tennessee Individualized Education Account Program

The Tennessee Individualized Education Account (IEA) Program offers state funds to eligible students with disabilities to attend approved private schools or homeschool. This program aims to provide customized educational options and services to meet the unique needs of students with disabilities.

Tennessee Education Freedom Scholarship

The Tennessee Education Freedom Scholarship (EFS) provides eligible students with scholarships to pay for approved educational expenditures, including tuition and/or fees at registered Category I, II, or III private schools. The program allows families to find the best school for their children’s needs.

Charter Shcools

Tennessee supports more than 115 tuition-free public charter schools enrolling over 44,000 students (approximately 5% of public school enrollment). These schools operate with autonomy over staffing, curriculum, and budgeting while remaining accountable to state standards. They are authorized locally or through the Tennessee Public Charter School Commission. Many serve historically underserved communities and offer specialized learning approaches.
