How does this program work?

The Utah Fits All (UFA) Program offers state-funded scholarships to eligible K-12 students in Utah, allowing them to attend private schools or be homeschooled through a universal education savings account (ESA) program. The program aims to increase educational flexibility by allowing families to customize their child’s education using the scholarship funds.

Launched in the 2024-2025 school year, scholarship funds will initially be available to 10,000 students. Odyssey administers the Utah Fits All Program.

Funding Type:

ESA

Eligible students receive an annual scholarship of up to $8,000 deposited into an education savings account (ESA). Families can use the funds for a variety of approved educational expenses, including:

  • private school tuition and fees
  • tutoring services
  • testing fees
  • educational materials and curriculum costs
  • contracted services
  • and more

Once awarded, families access and manage the funds through a digital wallet. Unused funds do not roll over to the following year.

Who is eligible for this program?

Utah students who are eligible to attend a K-12 public school (at least 5 years old and no more than 18 years old on or before September 1 of the year in which they are applying) can apply to the program.

Students may apply for the UFA scholarship while enrolled in public district schools, charter schools, or the Statewide Online Education Program (SOEP), but they must disenroll upon receiving the scholarship.

In addition, students must complete the assessment or portfolio requirement to maintain eligibility.

Students cannot be recipients of the legacy Carson Smith Scholarship or the Carson Smith Opportunity Scholarship in the same year of this scholarship.

How can families use the funds?

Families can use funds from the Utah Fits All Program to cover educational expenses, including:

  • tuition and fees of a qualifying school or qualifying provider tutoring services
  • fees for after-school or summer education programs
  • textbooks, curricula, or other instructional materials
  • fees for educational testing educational software and applications
  • supplies or other equipment related to an eligible student’s educational needs
  • computer hardware or other technological devices that are intended primarily for an eligible student’s educational needs

What are the program rules and requirements?

  • Income Level: The program prioritizes scholarship awards based on household size and income level:
    • The program will award scholarships first to students in families with a household income at or below 200% of the Federal Poverty Level (FPL).
    • Next, the program awards scholarships to students in families with a household income at or below 200-555% of the FPL
    • Lastly, if scholarships remain available, the program opens eligibility to all Utah K-12 students, regardless of household income.
  • Residency: Applicants must be residents of Utah.
  • Educational Status: Utah students who are eligible to attend a K-12 public school (at least 5 years old and no more than 18 years old on or before September 1 of the year in which they are applying) can apply to the program.
  • School Requirements: Funds can be used at private schools and other educational providers that have qualified for the UFA program or for homeschooled students.
  • Application Window: It is important to visit the Odyssey site to understand the specific open enrollment period each year and sign up for information on the program.
  • Other Utah School Choice Program: The student cannot receive the legacy Carson Smith Scholarship or the Carson Smith Opportunity Scholarship in the same year of this scholarship.

How do families apply?

  1. Check Eligibility: Ensure the student meets the program requirements for the Utah Fits All Program.  For all eligibility requirements, review the Eligibilty Section on the Odyssey site.
  2. Choose an Eligible School: If opting to use funds for a private school, select a private school that participates in the program and ensure your child will be accepted for enrollment using the school’s application process.
  3. Gather Documentation: Collect required documents, including proof of residency, child’s birth certificate, proof of income, if desired to be placed in an enrollment preference category.
  4. Complete the Application: Follow the application process on the Odyssey site during the open enrollment period. Also, refer to the Odyssey site for any questions you have.
  5. Submit: Review and submit the application along with any necessary documentation and await scholarship notice.
  6. Renewal: Each year, scholarship students must confirm their intent to continue in the Utah Fits All Program during open enrollment.
