West Virginia School Choice

West Virginia supports educational freedom through the Hope Scholarship Program, a flexible Education Savings Account (ESA) for eligible families. This program allows parents to use state education funds for private school tuition, tutoring, online learning, and other approved services. West Virginia also offers public charter schools, giving families more ways to customize their child’s education.

West Virginia Hope Scholarship Program

The West Virginia Hope Scholarship is an education savings account (ESA) program that provides state funds to eligible K-12 students. This program allows families to use the scholarship funds for a variety of educational expenses, including private school tuition, non-public online programs, alternative education programs, homeschool curriculum, and other qualifying educational expenses. The Hope Scholarship aims to increase school choices and allow families to customize their child’s education based on their individual needs.

Charter Schools & Microschools

West Virginia authorizes public charter schools under Title 18, Chapter 31, with a few schools currently operating. Families can enroll through open lotteries, and charter schools receive public funding. The state also legally defines microschools and learning pods, which operate outside traditional districts and allow for small-group learning aligned with state assessment and attendance requirements. While these are privately funded, they offer alternatives within the ESA framework through approved provider participation.
