Wyoming School Choice

Wyoming supports educational freedom for families through both an Education Savings Account (ESA) program and public charter schools. These initiatives provide state-funded alternatives to traditional public schooling, although the ESA does not cover private school tuition and charter availability remains limited.

On June 13, 2025, the Wyoming Education Association (WEA) filed a lawsuit challenging the constitutionality of the ESA program. Following the Wyoming Supreme Court’s denial of the request to stay a Laramie County District Court injunction on October 7, 2025, the program remains temporarily blocked. Updates will be provided as available.

The Wyoming Steamboat Legacy Scholarship Act provides a state-funded Education Savings Account (ESA) to cover approved educational expenses to eligible Wyoming students. The program allows parents to choose the best educational options for their children.

Charter Schools

Wyoming authorized charter schools in 1995, and the law is active under Title 21, Chapter 3. Charter schools can open with district or board .approval as tuition-free, public, nonreligious, nonhome-based schools. They operate with waivers from many district policies and enroll via lottery when demand exceeds space. As of 2015–2016, about four charter schools served roughly 500 students statewide. Starting July 2025, a new law will remove the cap on the number of charter schools the authorizing board can approve
